NEC

There are a number of National Employment Council's (NEC's) in Zimbabwe each representing particular industry sectors.  All organizations operating in Zimbabwe fall under one, or more, NEC's and should be registered and be paying contributions each period.

 

Contact the NEC for your industry.  The NEC regulations cover such things as the grading of employees, minimum wage amounts, overtime and short time payments, allowances, leave and other conditions of service.  Belina PayrollHR is able to process NEC contribution amounts for the employee and employer and produce reports required by the NEC.

NEC's representative bodies of employer and employee organizations. The NEC is ordinarily made up of:

the Council,

the Executive Committee,

the Negotiating Committee and

the Local Joint Committee.

 

Key to these structures are Designated Agents (DA) and Arbitrators who are responsible for resolving disputes in terms of the Labour Act.  They are responsible for negotiating terms and conditions of employment specific for the industry that they represent and produce and maintain Collective Bargaining Agreements which are gazetted and are binding on members.

 

Collective Bargaining

In most sectors  takes place at NEC level and, in a few cases, at company level through Works Councils. The Negotiating Committee carries out collective bargaining at NEC level and Works Councils at company level. In terms of the Labour Act, workers are entitled to negotiate at company levels for specific benefits through Works Councils.
